[PATCH 10/14] mcicda: time formats hms/tmsf use leading zeroes as in 00:00:00

Hi,
This is independent on the mciwave stuff.

Is mcicda the right title? The touched file is mci, but only mcicda is affected.

00:00:00 Testsuite for mcimidi and mcicda yet to be written, but I experimented a lot.
Verified on XP and w2k.
