mcicda: time formats hms/tmsf use leading zeroes as in 00:00:00

Hi,

this patch is completely independent on the others. Although it
modifies winmm/mci.c, I thought mcicda is the better subject prefix
as it's the only component that is affected.

Tests to assess that 00:00:00 is the output on MS-W* will follow later. For now, bear with me.

Here's an excerpt from a sample session with cdaudio:
mci.c:188: command: status c position
mci.c:193: Response: 00:02:00
mci.c:188: command: status c length
mci.c:193: Response: 41:06:66
