[PATCH 8] mciwave: Rework MCI notification system.

Hi,

this one kills many todo_wine in the tests.  I'm looking forward to seeing what
effect the same patch applied to MIDI will do to apps that hang with MIDI
(together with correct auto-open and serialization).
