[advapi32/tests 1/2] Add some BackupEventLog tests

Hi,

Getting to the end of the parameter checking tests as some of the next 
tests needs a proper eventlog to work with and we don't want to mess 
around with the live ones.

The idea is to create a backup eventlog and mess with that one.
