[3/4] libwine: Trigger ERROR_NO_UNICODE_TRANSLATION when invalid byte character passed.

Some byte characters mapped to Private Unicode Area (PUA) cause
ERROR_NO_UNICODE_TRANSLATION when we specify MB_ERR_INVALID_CHARS.
