kernel32: check parameter of CheckRemoteDebuggerPresent with tests

This patch supersede the patch "kernel32: fix CheckRemoteDebuggerPresent when 
called with handle being NULL with tests"

fixes the debugger detection of CDRoller.exe (bug #20130)
