wininet(4/7): Only initialize libssl once

This also introduces a handle leak, but it's addressed shortly.  This
also addresses the race I mentioned in patch 1.

Finally, with separate locks for libcrypto and libssl, I hope this
addresses Hans's concerns about lock serialization.  Further lock
granularity doesn't sem possible here.
