user32: Add exception handling for timer callbacks (with tests - TRY2)

Hello,

TRY 2: Remove tabs from source.
If it is still not applicable then please note why.

This adds support for some very strange windows exception handling for a
very particular case. Test case added and run on XP/Wine.

This fixes bug #20094
Tested on Windows-XP.
