[PATCH 01/11] oledb32: Tests for OLEDB32 conversion to DBTYPE_STR, marked as todo_wine

This series is an attempt to add functionality to the IDataConvert 
implementation in oledb32. The Ecuadorian tax reporting application from 
SRI needs a working oledb32 in order to open its XML tax files correctly.
