[PATCH 6/7] wined3d: Add an initial fbo_blit_supported implementation. [try2]

Hi,

This version leaves out the memory pool and some new 'if
(!is_identity_fixup(src) || !is_identity_fixup(dest))' checks, so this
patch is more or less 'surface_can_stretch' in a different form. The
other parts / rewrites will be added later on separate patches.
