winmm: Improve MCI A/W mapping. (try 2)

Hi,

this patch compiles on WTB in current git.  Furthermore
I've modified the SETVIDEO / SETAUDIO part to not output
a noisy fixme log in typical cases.

It enforces the use of dwRetSize in character units for
MCI_INFO, as MSDN documents (not cross-checked).
