[ntdll/tests 4/4] Prevent test failures on Windows

Hi,

This fixes some test failures on Windows, now that all tests will be run:

- skip tests on open files as the size/time-date could change during the 
test
- don't check for size of directories. NtQueryDirectoryFile returns 0 
but NtQueryInformationFile returns something different sometimes.
- check the creation time as that's less likely to change during testing.
