2/3 wined3d: Improve FBO support in ClearSurface (try2)

Hi,

Resubmit taking into accounts Henri's suggestion about CTXUSAGE_CLEAR.
I hadn't noticed that color_fill_fbo changed a few states which
ClearSurface sets through context_acquire.
