[PATCH] d3dx9_36/tests: Move surface tests into surface.c (try 2)

The patch is home made to have a "git diff format". I don't know how to 
do it automatically with Stacked GIT.
If anybody knows. I'm interested...
WineTestBot will incorrectly complain about this patch as well as any 
other d3dx9_36 tests patch because there is
already a problem.
