[PATCH 1/2] winemmaudio.drv Add waveout support using the windows core audio api

Yet another wave driver, this time a small clean one :)

Not set in winecfg yet since mmdevapi is experimental, and 
dsound->winmm->mmdevapi->openal is kind of a long chain for 'direct' sound.

winmm and dsound tests seem to pass, to test set Audio="mmaudio" in 
HKCU\Software\Wine\Drivers
