[PATCH 3/3] winealsa.drv: Rewrite waveout, try 2

Changing WOM_CLOSE to be called after releasing critical section, and do 
the same in wodReset, just to be safe. wodTick shouldn't need to drop 
the lock, since applications will deadlock if any waveout call is done 
in the thread.
