winex11: Unify German keyboard mapping.

Hi,

I fully agree with Dmitry Timoshkov in bug #11122, comment #20.
So here's a patch designed to minimize failures yet provide a single
definition.  It works on Linux with several setxkbmap -variant in
Ubuntu Intrepid as well as on MacOS.

Yet there are some unavoidable mismatches:
- On MacOS, there's an issue where the keypad dot interacts with the bnm,.- line.
trace:key:X11DRV_KEYBOARD_DetectLayout mismatch for keycode 73, got ,,..
The keypad dot is a strange animal in XQuartz 2.3.3.2 anyway.

- On Linux, there are weird or phantom keys:
trace:key:X11DRV_KEYBOARD_DetectLayout mismatch for keycode 126, got <B1><B1>  
trace:key:X11DRV_KEYBOARD_DetectLayout mismatch for keycode 187, got ((  
trace:key:X11DRV_KEYBOARD_DetectLayout mismatch for keycode 188, got ))
