kernel32/tests: GetVolumeInformationA X: succeeds iff drive's default dir is root. (try 2)

Hi,

this corresponds to job 4154, i.e. the version that passes in Jeff's Mingw as well
(we might file a minor bug to MingW).

Tests pass on w95,w98,w2k,xp,7.
