[PATCH 1/3] mcicda: Rework MCI notification system.

Hi,

Initially, I wanted to submit this as a series of 4 patches, the last
one implementing the tests to validate the three others.  I've decided
to delay the submission of the tests a little bit more for reasons
unrelated to the code changes in the 3 patches, as I'm still
struggling with the variety of CD-ROM drive behaviours out there.

The tests have been posted to testbot a few times and tried out by
users.  The 2 remaining test failures on some systems have nothing to
do with the patches (status mode reports playing, not stopped).
In other words, I don't expect to have to revisit these 3 patches.

Therefore I want to give you an opportunity to look now at my patches,
instead of delaying them longer.

In this first patch, I implement for mcicda the notification system
that best explains native's behaviour, like I did for mciwave.
