[6/5] gdiplus: Use the software method to draw HBITMAP-less bitmaps.

This should follow [5/5] gdiplus: Create HBITMAP-less bitmap objects for exotic pixel formats.

It's needed to fully fix the regression introduced by gdi32's refusal to create DIB's with certain depths. Without this change, we can create and (to the extent we could before) manipulate 48-bit and 64-bit gdiplus bitmaps, but we can't draw them.
