Wine web: link to previous version from release notes page

Hello.

One year ago I tried to submit a patch (see bug #19355) for Wine web site so that the release notes page linked to the previous version in the "Changes since" section. Here it is again in the hope it'll be applied. It's really simple — actually 6 lines of code to change in announce.php.

André Hentschel suggested I posted it here. So here it is.
