winmm: The MIDI MAPPER is not available with MIDI IN.

Hi,

my MIDI testsuite, that Paul Vriens knows, proves this result.

I prefer the order patches first, then testsuite because most tests lie inside a for loop, which makes it very ugly to add todo_wine when something only fails in one iteration of the loop (e.g. MIDI mapper fails while real device succeeds). So I'm going to send roughly a dozen tiny patches first, until all MIDI devices in Wine present the same behaviour.  Then the path will be free for the MIDI testsuite.
