[msi/tests] Fix some test failures on Win9x up to W2K

Hi,

Win9x/WinMe don't know about services and NT4/W2K don't have the 
'TermService' service.

Bail out on Win9x/WinMe and use the more common 'Spooler' service. This 
one should be available on all platforms and if not we bail out as well.
