cmd: add support for 'if /i'

Hello my name is Trey Hunner.  I am a student at UCLA and I am
currently working on cmd.exe.  This patch fixes
http://bugs.winehq.org/show_bug.cgi?id=21145

I have tested this code for correctness in Wine and on WineTestBot
using a crosstest executable generated by Dan Kegel's cmd.exe test
suite.  I attached test cases demonstrating proper behavior to the bug
report.
