winmm/tests: Initial set of MIDI tests.

Hi,

Finally the beginning of a test suite for MIDI!

The good news:
+ It works on real w95, w2k, wxp boxes;
+ it works on w2k even with sound unconfigured;
+ it works on MacOS;
+ it works on Linux without snd-seq kernel module (no /dev/sequencer)
+ it works on Linux with both Timidity and FluidSynth
+ it works on Linux with either ALSA or OSS set in winecfg
  OSS surprised me because I'm not aware of a ALSA->OSS bridge
  and I thought Timitidy is an ALSA sequencer only.

The bad news:
- it repeatedly hangs half of Paul Vriens' virtual machines;
- it beeps twice per output device whereas until now, even the
  wave tests where silent (unless run with winetest_interactive);
  I believe this is acceptable.
- it only beeps once with Timidity unless you use ^S/^Q to pause
  the terminal output and wait a little: then you'll
  hear separate beeps.
