[cmd] Remove some unneeded extension checking

Hi,

The extension checking is already done in WCMD_run_program(), if needed 
added and passed to WCMD_batch().

Side-effect is that this also fixes the test failures for Wine on 
test.winehq.org. (The tests however need to be properly fixed by doing 
case-insensitive comparisons of paths for example).
