winmm/tests: Fix transient notification error: messages may arrive late.

Hi,

this should fix 1 of 3-4 classes of intermittent errors in
the mci tests, and the only known cause of intermittent errors
in the midi tests.

While I was inside test_notification(), I simplified it to get
rid of the /1 dichotomy which was too error-prone. It's not
worth a split IMHO because a change in tests is not going
to cause a regression in an app that would need bisecting.
