initial conformance tests for programs/cmd (try 2)

Changes since first post:
- Don't generate batchfiles.rc (at Alexandre's request)
- Don't use wildcards except in clean rule (at Alexandre's request)
- Don't write out padding bytes appended to resources by Windows
- Add rules file left out by accident

I haven't merged the two Maketest.rules.in files.  They're slightly
different, and it might take more wine build fu than I can
muster at the moment.
