[3/3] ntdll: add partial support for HEAP_FREE_CHECKING_ENABLED heap overrun detection (take 3)

Patch 2 filled the tails with the known pattern;
this patch checks them, and removes the todo's on the tests.
Changes since last try:
- Validation only happens when explicitly requested
- broken into smaller patches
