[kernel32/tests] Skip a test on Win9x/WinMe

Hi,

This particular test makes sure that we keep a running process on 
Win9x/WinMe although the tests are finished.

Not sure if this is the cleanest solution. The check whether we are on 
Win9x/WinMe is based on the fact that the AeDebug key doesn't exist (on 
a default system) on these platforms.
