kernel32/tests: Skip fewer tests on Win9x. (try2)

Hi,

patch rewritten so as to not depend on the prior "Loosen trailing \ requirement" patch.
Compiles and runs in testbot #3225.

Either apply both previous patches in order, or
only this one if you chose to reject the patch to GetVolumeInformation.
