winecfg: Only initialise the audio drivers once

Some audio drivers are not cleaning up properly after themselves. on 
unload, this will fix the audio tab crash that happens with OSX, if you 
open the audio tab twice. It should also fix the bug where devices are 
not shown because the drivers are not initialised.
