mmsystem: Handle WAVE_FORMAT_QUERY case.

Hi,

This fixes the message
fixme:winmm:MMSYSTDRV_SetHandle Already has a thunk for this handle (nil)!!!
as well as a resource leak when WAVE_FORMAT_QUERY is used, as it is a case
where Open returns success yet no device is opened.
