(try2) userenv: implement stubbed userenv.dll.138

As described in bug 21549, PowerShell 1.0 installer uses userenv.dll.138
function (which seems to be totally undocumented).
Fortunately purpose of some arguments was self-explanatory from their
content during PowerShell installer calls; others were easy to decipher
with some trial-and-error function calls on Windows.
try2: use USERENV_138 as a function name
