wininet: Handle proxy entries of the form <proto>=<proxy>, and allow multiple proxies

Fixes bug 22017.  (Side note:  I put the helper routine into
internet.c, assuming it would also be useful for ftp, but I don't see
that ftp is using a proxy at all at the moment.  I can keep it in
http.c if that's preferred, since for now at least the only caller is
there.)
