[2/3] WineD3D: Don't check for WGL limitations when using FBOs in CheckDepthStencilCapability

Note that float formats don't work onscreen yet because we have to render the
backbuffer in an FBO. This isn't implemented in this patch yet, so we're
incorrectly advertising float depth formats. However, a bug in the WGL
capability check fixed by the next patch already incorrectly advertises them.
So this patch keeps the existing behavior.
