[3/3] WineD3D: Don't advertise float formats as supported by WGL

This fixes the bug mentioned in the previous patch - float formats are only 
advertised when FBOs are used.

We'll never support those formats without FBOs: color buffer ones only work 
with Pbuffers, and depth stencil ones don't even have a GLX extension.
