winmm: Have MCI drivers handle notification for MCI_OPEN.

Hi,

initially I wanted to remove the todo_wine "double notification"
only after implementing correct notification in all MCI drivers
like in mciwave. However that work is not even
started for most drivers, so in the meantime, solely fix
MCI_OPEN notification for all drivers simultaneously.

Native MCI drivers also handle notification themselves.
