winemp3.acm: Fixes the Mac-specific code (try 3)

This fixes the Mac-specific section in winemp3.acm to work on all
versions of OS X later than 10.2. The current driver does not work
properly on Snow Leopard and possibly others.

This version of the patch in contrast to earlier attempts will
properly deal with data which begins in the middle of an mp3 frame, as
well as MPEG-2 (rather than just MPEG-1) layer III audio. It was
tested by me as well as by Aric Stewart, who provided me feedback
according to his tests.
