mciseq: Rework MCI notification system.

Hi,

after mciwave and mcicda, finally mciseq.

A future patch shall eliminate the wmciNotifyDeviceID slot,
as it is always equal to wdevID. Perhaps that should wait
until after "shareable" behaviour is fixed.

(In short, "shareable" means how to access the underlying HW
resource, not that the WinMM/MCI unit is shared.  E.g.
"open cdaudio" without shareable prevents "dir" from working on
a mixed audio+data CD-ROM -- at least on w95 -- if not already cached
by a previous "dir").
