[1/2] atl: improve IRegistrar dword parsing

Changelog:
* improve IRegistrar dword parsing

Windows doesn't support hexadecimal format values so we can't either.
Windows also allows quoted or unquoted values, so we must support
both. Tests added to prove both scenarios.
