ipconfig(1/7): Specify GAA_FLAG_INCLUDE_ALL_GATEWAYS when calling GetAdaptersAddresses

I'm resending this patch series after rebasing with today's git.  Not
all of the patches have changed since the first attempt, but enough of
them have that this seemed simpler than resending the affected ones
individually.
