crypt32(5/5): Remove broken UTF-8 string decoding support

I noticed that the code was probably incorrect even when quoting was
unnecessary, and there aren't any test cases for it.  While I suspect
adding new tests and an implementation will be straightforward, I
thought it best to keep that change for a subsequent series,
especially since none of the existing UTF-8 handling code is likely to
remain after implementing it correctly.
