crypt32(6/5): Implement CertRDNValueToStr for UTF8 strings

UTF8 string support is common in the trusted root certificates, so
removing the broken UTF8 support caused a visual regression in the
certificate dialog.  This patch reintroduces UTF8 support, with some
testing this time.
