[PATCH 1/3] winmm: Correctly parse the MCI Sysinfo command.

Hi,

here's a correct sysinfo. The key trick that I'll re-use for MCI_SOUND is
to fill-in relevant slots after parsing is finished.

Wine's error message about DIGITALVIDEO helped me understand why
MCI_DEV_TYPE_DIGITAL_VIDEO behaved so surpringly in native and lead
to a predictable model for sysinfo quantity.
