iphlpapi(2/3): Fix inverted logic in mask comparison

No matter how many times I tell myself to test things, I keep having
to relearn it.  This one didn't cause many bugs in practice, because
most apps that used GetBestRoute/GetBestInterface would be testing the
best route to some Internet host, and the bug resulted in returning
the default route in all cases, which is usually what's wanted.
