[1/6] ddraw: Show that ddraw reads ddsCaps without DDSD_CAPS set

This is a resubmission of the patches from yesterday with a few changes

*) Make testbot happy(hopefully. Manual submission works)
*) Add a test showing that ddsCaps is used without DDSD_CAPS
