[PATCH 2/2] user32/tests: Test that ToUnicode null-terminates the buffer if it's big enough.

This test is a bit questionable.  When the buffer size was 2 there were
several test failures on TestBot.  Increasing the buffer size reduced the
failures to just NT4, so I added a broken().
