winealsa: Use an ALSA buffer of 4 periods to limit prefill.

Hi,

Here's the patch to limit/recommend an ALSA buffer size to either
4 ALSA periods or 4x mmdevapi periods, whichever is larger, based
on the thoughts in comment 102 of bug 28723.

Limiting the ALSA buffer size has the added advantage that it
won't lose too many frames when stopped.

Nevertheless, we're seeking a solution that does not require 100
wake-ups per second to play even the simplest .wav.
Suggestions welcome.
