[2/2] d3drm: Add IDirect3DRM[23] and IDirect3DRMMeshBuilder[23] Interface

I have a demo application from around 1999 which is much happier with IDirect3DRM3 even if it seems to never use the additional functions as far as i could test
IDirect3DRMMeshBuilder needs to be upgraded too as they depend on each other
